You should check Nordic countries.
Norway and Denmark especially pay a lot to nurses, and Universities should be free of tuition in both countries. In Norway I think you had to pay tuition after graduation if you stay.
Staying is not a bad idea either. Norway and Denmark are absolutely beautiful wealthy nations with very very high standard of living. I'm from Finland, nurses don't earn as much there, but it's very very easy to get jobs in healthcare... elsewhere, not so easy.
Studying in Finland has tuition now for non-EU citizens? Not sure. It used to be free, not sure how it works now.
