H in フランス語 is like U in 日本語 : Harder lol !
But H is important in the word who start with H because it's not the same pronunciation if PLURIEL the word was "L' " or "Le" in
SINGULIER ! But yes 95% of french people don't know this rules lol so don't panic ;)

I don't know if you get your answer for the H prononciation but I think is just a question of how words were created xD
As a french I don't really know hehe
