Actually Strasbourg is mainly a french-speaking city, but since it is located just near the german border as you said, you can hear lot of people in streets speaking german. Moreover Alsace (region of strasbourg) was annexed by Germany, so you have still a lot of signs that it was not french anymore in the past. The typic alsatian architecture is also quite similar of the german style.

Yep everything ! And compared to a majority of people i wasn't disappointed by the end of the 3rd. Still quite good for me
