I recommend to visit St. Petersburg, Moscow and Kazan instead of Volgograd, 'cos Volgograd is rather boring and lacks many historical buildings (it was completely destroyed during WWII), however, there is well known historical place nearby I don't know much about hotels, but be prepared that Moscow is quite expensive for tourists. I believe you will be given many other advises, though.

That's the reason I wanted to go to Volgograd, because of what happened in WWII. Where abouts is Kazan?
Hello, I live in Russia, and have been in these cities about which you told. I'd recomend you visit St.Petersburg and Kazan, if that's your first visit.
But do you really want to visit Russia in November, for example in Moscow or St/Petersbur it's not the best time for visiting. Well, if you want to visit exhibitions, or meseum or something else go to St/Petersburg despite the weather you could visit them. Also there are a lot of great hotels.
