I completely understand the terrible situation of students there.
In fact I grew up in a poor village and I spent 3 years of primary school in the village. I can still remember how I got to school everyday and what I ate at that time^^

The phenomenon you metioned is truely existed. What i want to tell you is these two events aren’t contradictory. And the fact is that government is dealing them at the same time.Funding Africa is a big country strategy.i think you won't be so stupid to think that government just want to found a relationship with those guys??(of course you treat the fossil and commercial opportunity as friends,that's it;D) in conclusion, funding Africa is one of the way to improve the quality of life,also let more children who can't afford school to go to school.
