It's an abbreviation of "Kuuki Yomenai".
Kuuki = air
Yomenai = can't read
Then it means "not being able to read between the lines" in English.
You can use it for Japanese people, and younger generation Japanese must know that slang though it should be quite old slang now.
It became fashionable in 7~8 years ago.
