What's Stakhanovite? I study English and History to become a teacher :) I love the Latin language :) I am studying for my degree at the moment :) My knowledge bears indeed a relation to my studies...to study history I need Latin :D

The reason for closing Пермь was that during the WWII many factories which manufactured products for war industry (engines, powder etc) were evacuated to the city. In the post-war Soviet time our city was one of industrial centres of war industry. It wasn't really "closed" as it was too big but the emphasis in administration was always laid on industrial development but not on culture.
Actually I think the fact that Pécs will be the European Capital of Culture next year has influenced the decision of Perm and Duisburg (they are sister cities) to invite Pécs to the project.
I don't know whether it's the beginning of serious cooperation or not. It's just a cultural project.
